    ircd: bump the IRCd version to 2.1

    The version last moved when 2.0 landed in December 2023. Since then the
    3.22 cycle changed the server-to-server wire format: the JOIN burst now
    carries a timestamp, announced by the TSJOIN capability token. A peer
    could tell the two apart only by inspecting CAPAB, which is why the
    handshake warns "linked without TSJOIN capability; it may be running
    outdated code" -- inferring a version the version string should have
    stated.

    VERSION is what peers and users actually see, in numerics 002 and 004 on connect, 200 for /TRACE and 351 for /VERSION, so bump it rather than
    leaving 2.0 to cover both wire formats. TSJOIN still marks the
    compatibility boundary for links already deployed; a fresh number leaves
    the next network-breaking change its own.
