I think that Jar has dropped by the way side in preference to Arj and
Arj 32. It seems that every couple of months both Arj's get a update
but Jar hasn't had a update in quite some time.

JAR has not been dropped, version 2 was in development during 1999 and early 2000. I think it were development problems that resulted in release being deferred for a long time yet. About that time (Q1 2000), most of efforts went into ARJ v 2.72 rather than JAR... Version 2.72 was quite heavily modified in architectural aspects (the 1st step towards Linux), so I think it's reasonable.
