If the 2 other branches of the government work the way they are
supposed to, it shouldn't matter who we have in the oval office. That
is how the system of checks / balances was supposed to work.

Except for one problem. Cases "in general" do not immediately come
before the supreme court. The cases start in the lower courts, then
work their way through the appellate courts. Then SCOTUS makes the ultimate ruleing on weather the lower/appealate courts ruling is ultimately constitutional.
So saying the lower Federal Judge overstepped their bounds is a bit disingenuous. As they are the first cog in the machinary.

Congress has the primary authority to impose tarrifs. The purpose of the Execute branch is to EXECUTE those tarrifs through treaties.
So far, the tarrifs have come straight from the Executive branch through executive orders. Congress has ceded that authority either outright through law, or by innaction.
