On my recently purchased iPad Pro I can't download from the App Store.
I choose an item, and get informed "account not yet used on iTunes
Store; Tap Review to sign in".
I tap Review, then comes a screen with "Agree to terms and conditions".
I slide the button to green, hit Next, and nothing happens.

You probably haven't entered all the billing and shipping information in your account. You don't need a credit card if you only plan to download
free apps, but you do need the address, etc. details.
Probably best to quit from the App Store app before doing this.

I can't see how to enter "None", and I don't trust leaving credit card
details online.

You will need to make sure you've got your Country/Region properly set
on the main Account Settings page. If it is set to a country different
from where you are, the payment options may be different.
If you're already using that Apple ID to pay for other services (e.g.
iCloud payments, Music, subscriptions, etc.), then you can't use the
None option, since those services are paid via the same credit card. It
is also needed if using Family Sharing. See this website for various

Some people have even had to add a credit card and then remove it again

Well, I finally got access to the App Store.
I filled in billing address and Hey Presto!
I think it's very unintuitive having to fill that in but having payment
method set to None.
Still, others might benefit from seeing this thread here.
