    I have no idea what that question even means, so I looked it up.

    I'm assuming you're not talking about Android connecting to a PHP server,
    but that you're talking about running a PHP server on Android itself.

    Apparently there is KSWEB that installs Lighttpd/Apache, PHP, and MySQL on
    your phone without needing root.

    There's also Termux with "pkg install php"
    a. pkg install php
    b. pkg install php mariadb apache2

    There were other options, but I don't really understand the question well enough to take you through all the options that popped up in a search.
