GameBillet (and similar stores fronts, like Fanatical or Humble)
resell keys to be used on Steam. They don't host the games themselves.

If you own the game already, it will remain in your library. However,
you won't be able to buy the game from Steam after December 8th.
(If you buy a key elsewhere, it will still redeem on Steam, though.
There just wont' be a store page where you can buy it directly from
    Steam).

However, this is all really sort of moot. Yes, "Yakuza 0" is being
delisted, but only because it is being immediately replaced by the
Director's Cut version. So you won't be able to play the 'game as
released back in 2018' but the version with all the updates and
patches? That you will still be able to buy.*

Owners of the original games will _not_ be getting a free upgrade
    though.

(This is also the same for "Yakuza Kiwami", and "Yakuza Kiwami 2")

So this is mostly an issue only for purists who want to play the game
in "their original format" and not for more casual fans who just want
    to enjoy the game.

(No criticism to rms for the original post. It was unclear this was
happening and early reports did make it sound like the games were
    disappearing forever).

The DC will be $50..... an upgrade offer is available for $15 which apparently expires today....

It's also not clear if the DC is actually improved in textures,
    resolution options etc.

    For what it's worth:

    "The director's cut adds:
    - New cutscenes
    - English dub
    - Extra text language support (FR, IT, DE, ES, LATAM ES, BR PT, RU)
    - A new online co-op mode called Red Light Raid
    - The original bubble-era theme song finally restored"

It doesn't seem to be a remaster in any way; it's looks like it's just
added content with an AI upscaler used on the cutscenes.

Looking at the screenshots on both storepages the actual in-game
visuals look very much the same.

    original:
    https://store.steampowered.com/app/638970/Yakuza_0/
    update:
    https://store.steampowered.com/app/2988580/Yakuza_0_Directors_Cut/

It very much seems this is just Sega taking the opportunity to re-sell
the same game twice, and jacking up the price at the same time.

Had Sega been honorable in their intentions, they would have kept the
original game in the store, and sold the 'Director's Cut' as a DLC
upgrade (or, you know, made it free to existing users).

    This is a money grab.

    Hence the OG post: $8 << $50
