Sometimes I play without a network. Often I go ahead and hit 'Go offline'

Well, today, I couldn't get Steam to come back online, trying many ways
to do this.

What fixed it eventually:

Went to steampowered.com, and downloaded the Steam installer and
re-installed. It deleted a bunch of files and wrote in some. Something
must have gotten mish mashed. It's probably been four years since the
last time Steam was installed.

Then I got back in and now I'm looking at the Next Fest sale.
