Happy to say it has been fixed in the new "Liquid Glass" design language.
If you have no sidebar at all the toolbar does stretch out -- but that makes >> sense.
I know -- a small bug, but one that irked me for a long time.

To be fair it was hardly a huge bug, just a long lived one that bothered me based on my specific usage. I have whined about it online a number of times... so figured I should share that it was FINALLY fixed.
